HÀ NỘI — Prime Minister Nguyễn Xuân Phúc has pledged to create favourable conditions for the public security ministries of Việt Nam and China to deepen their co-operation, contributing to the bilateral strategic partnership.

Receiving Chinese Minister of Public Security Guo Shengkun in Hà Nội yesterday, PM Nguyễn Xuân Phúc urged the two public security ministries to implement co-operation agreements more effectively, guided by the co妹妹on perception of the two countries’ leaders.

Specifically, the PM suggested the two sides organise more regular meetings at central, provincial and district levels to better address problems arising along the two countries’ border. The two ministries should also enhance information sharing and experience in combating crime, particularly hi-tech crime and sabotage of national security, while launching more joint drives to crack down on transnational crime, such as drug and human trafficking. In addition, PM Phúc called for boosting economic, trade and investment co-operation. He affirmed that Việt Nam always offers the best possible conditions for Chinese investors and hopes Chinese investors would bring advanced and environmentally-friendly technologies to Việt Nam to ensure the progress of their projects. The PM emphasised that the two countries should address their sea-related issue in the spirit of understanding and mutual respect while seriously abiding by the Declaration on the Conduct of Parties in the East Sea (DOC) and working towards finalising a Code of Conduct in the East Sea, with a view to ensuring peace, stability, and freedom of navigation and aviation. For his part, Minister Guo Shengkun informed his host that the two countries’ Public Security Ministries had successfully organised their fifth conference on preventing crime. Since the first conference in  二00 八, this co-operation mechanism has proved useful for the two ministries in safeguarding security and stability in border areas and protecting citizens’ legitimate rights and interests. The minister supported the view that the two sides should increase mutual visits and intensify their partnership, not only in law enforcement and security but also in economic activities and trade, benefiting the people of both countries. He expressed a desire for collaboration to develop infrastructure in areas along the two countries’ border. China always encouraged its firms to invest in Việt Nam, he said, noting that China supported Việt Nam’s move to tighten environmental protection regulations and objects to firms taking outdated, fuel consuming and polluting technologies into Việt Nam. The Chinese minister also urged increased people-to-people exchanges, particularly between young people such as the Việt Nam-China Young People Festival. He called for more direct flights between the two countries and more co-operation at sea in line with the agreement reached by their leaders. — VNS
